「藍天計劃」致力在非牟利機構界別，推動節能及改善室內空氣質素健康，藉著提供高透明度的用電量數據和推動用家參與，促使目標群組改變行為習慣。本計劃的合作夥伴計有香港基督教服務處、香港遊樂場協會、香港女青年會和香港聖公會福利協會等四間非牟利機構，而擇善基金會和利希慎基金會為策略夥伴和贊助機構，此計劃亦得到香港社會服務聯會的全力支持。
服務範圍
- 夥伴機構五十一個具不同設施的服務地點(包括辦公室、營地和體育館，分別提供青少年服務、教育、社會服務、長者照顧及復康服務等)
- 超過一千五百名員工參與
- 安裝超過二百九十 個智能電錶超過一百個 室內空氣質素感應器
- 安全帳號，用家可隨時登入，以檢視網上儀表板及流動應用程式
- 每間中心的數據分析，如詳列冷氣、燈光和插蘇用電量等細項的數據
- 用電及室內空氣質素出現不正常情況時系統會發出通知及警報，提示機構作出調查
- 每週用電及室內空氣質素報告
- 與其他地點及指標的用電量作比較
藍天SAVE模型
夥伴機構應用藍天SAVE模式，藉以提升節能和改善室內空氣質素等工作過程的透明度，員工也較易實施節能措施。
藍天SAVE模式包括以下環節:
Signal(訊號) – 智能感應器收集數據及在伺服器加以處理
Action(行動) – 由機構管理人員鼓勵員工參與和推動實驗性的節能行動
Verification & Reward (驗證及獎賞)–藍天計劃的人工智能系統會以電郵方式向機構用家發出每週報告摘要
Evaluation (評估)– 機構參與程度的季度評估
數碼監察及改善系統
用家每週以電郵方式接收機構耗電和室內空氣質素表現的報告摘要，報告附有提升表現的提示和建議。藍天人工智能模型會根據用家以往的用電模式和考慮實時的環境因素，為用戶訂立每天的能源預算，人工智能模型與實時分析系統一經配對起來，每當用戶的實際耗電量超出預算時系統便會發出通知。用戶亦可以從收到的圖表看到其用電量和室內空氣質素與外界基準的比較，有哪些範疇需要改進，以及採取改善措施的貼士。
線下交流和推動
夥伴機構轄下不同地點的服務單位職員都可以參加「藍天達人計劃」(Blue Sky Ambassadors)成為志願者。計劃提供培訓活動和工作坊，讓「藍天達人」深入了解所屬工作單位的耗電及室內空氣質素情況，並鼓勵他們受訓後學以致用，制訂行動計劃推動同事改變行為模式以助節能和改善室內空氣。計劃亦會提供可重用餐具、海報、升級再造的電子裝置座等資源，以供各服務單位的用家接觸有利可持續發展和節能的日常用品選擇。
「藍天計劃」的能源專家會定期探訪機構在各區的服務單位，以考察用電量和室內空氣質素的狀況; 計劃透過與「藍天達人」協作，鼓勵非牟利機構業界一齊探討具創意和以用家為本的方法，致力節省用電和改善室內空氣質。
