Vulnerable Groups

Vulnerable Groups

In Hong Kong, there are more than one million people living in poverty and vulnerable situations, many of whom are among 570,000 people with disabilities, 580,000 ethnic minorities and migrant workers, and 14,000 refugees and asylum seekers.  These vulnerable groups are regularly marginalized and under-resourced, frequently falling under the radar of the public spotlight, and who are supported insufficiently by philanthropic funds.  The wealth disparity in this city is undeniable, and results not only in differences of material possessions but also that of health and well-being, which are shaped significantly by socio-economic and environmental factors.  While considering population-wide measures to address strategic themes such as well being, environment and ageing, ZeShan believes that it is also important to pay attention to how different sub-groups are affected differently, and to consider approaches that are equitable to “vulnerable groups”.
