ZeShan Philanthropy Forum Series: A Charity Law for Hong Kong?

In response to a draft charity law for Hong Kong, ZeShan organized a luncheon with Mr. Bernard Chan, Chairperson of the Charities Sub-Committee, the Law Reform Commission of Hong Kong SAR, and Ms. Christine Fang, a member of the Charities Sub-committee and Chief Executive of Hong Kong Council of Social Service.

Held on September 2, 2011 at the Helena May Club, the event was attended by 30 executives and board members from 15 foundations and organizations. Mr. Chan explained the genesis and nature of the Charities Sub-committee and the process through which the draft charity law had been developed. The draft is now out for public comment.

A lively discussion ensued between the participants and guest speakers. Participants shared their thoughts on issues related to NGO accountability and transparency as foundation for public trust and credibility. The definition of “charity” and recommendation of a registration system for fund-raising activities were highlighted in the constructive discussion. Mr. Chan encouraged participants to submit written comments to the Law Reform Commission as the deadline had been extended to the end of October 2011.
